It is almost impossible to know everything that is taking place in your market. However, the court and commercial record will make it easy to find out what is happening from a Macro view of your county.
As an Investor, you must take what is happening in your local economy and find a way to capitalize on the market. Treat your real estate investing and strategies as a business.

Tips
This portion of the newspaper should be used to find out where the city, county and state plans on placing new buildings. Hints of construction can give a solid idea of where development will go in the near future and how that will also impact property value.

A key factor for any investor is seeking private inventory. Each market update will give you indications on where inventory or supply is in your local market. These are also indicators to let you know if a price is being driven up or down based on the demand, absorption and inventory.
What is a Absorption Rate?
The absorption rate is the rate at which available homes are sold in a specific real estate market during a given time period. It is calculated by dividing the average number of sales per month by the total number of available homes.

Find out where the city is already looking to invest money. This will be a great indicator of where you should invest money too.

A bond can be in the form of Debt or Tax liability/asset. Often times a bond will be used to fund a larger project for development.

A bond is a key indicator and tool of how "not-for-profit" organizations raise and allocate funds for initiatives in and throughout their jurisdiction. This is something that you can be aware of and see if the city is investing your area(s).

A large part of economics in a capitalist society is to capitalize on opportunity. Opportunity is often hard or challenging times for others. You must make it an opportunity.
Some of the easiest deals that you will do often have little to no emotions dealing with a transaction. However for most couples, getting a divorce can be a huge emotional roller coaster. This can make a transaction more difficult than it has to be. However, this is not a reason to negate this lead source. You want to do what most people won't, so you can obtain what most won't.

Property Research 
Whether this is a divorce or absentee owner lead. The county will give you a great idea of who owns the property and where they live. There have been times that the infoamtion can be wrong.

A reason that information can be wrong is that the title company could record a deed much slower. The county could also miss information for a recording etc.
Use the Property Card
This is a great tool to use whenever you want to do a quick check into a property. Keep in mind that the information here may not be accurate. That is still okay, we want to use this tool for research about the property and a better understanding into the ownership.
Tip 
When dealing foreclosure, it often helps when the court/Judge orders the party to liquidate their assets.

In America, no one gets past your local taxes when it comes to real estate. If you do not pay, your property will be sold. The crazy part above it all, is that it can wipe clean existing liens.

Indiana has made it super easy for anyone to file for bankruptcy. This also means that you can see anyone who has chosen to file bankruptcy.
Certain bankruptcy types or Chapters will require a person to liquidate their assets. If that is the case this can be someone who is motivated based on a ruling from a Judge.

What this means for you is that you will have to be more flexible and understand that this can be a longer process than normal. How To Officially Find People
Summary
In this video I have a mentee come to the broad ripple Indianapolis area office. After taking the information that I've given him he has started to write down a list of properties (houses or small apartments) that he has noticed in his city that seem to be neglected or abandoned/poorly managed.

From going to the county accessor website he is able to find the name of the owner for the properties. This can be either an individual or business.

In our candid conversation I show him how I personally would leverage the information of the county to eventually get in contact with property owner to see if they're someone who is motivated.

Key Websites Used;
- County Assessor website to access "property cards" i.e. "example county property cards" in google search, please replace your county name in exchange for the word "example" above.
- WhitePages.com paid version to get the contact information (phone number) of the owner
- State entity search; i.e. "Indiana entity search" in google.. *Make sure it is a state site with a ".gov" website

IMPORTANT:
This process works best if you take time to drive a few areas and write down the addresses. This way when you come home or to the library you can look up this information from the property cards to find out who owns what and later get in contact with them via WhitePages.com
